I think you'll need to get used to it being above the ' when you re-surface.
Or you could just convert to Mac, where the @ lives above the 2 all the time! Although I still can't fathom how to make the Euro symbol appear. It sits quietly next to the @ like the shy nerd at a party, despoiling the spacing of the [shift] symbols. Bad Euro.
